FCC issues cell-swapping guidelines

The FCC has released guidance to mobile carriers on how they should meet new regulations enforcing cell phone portability. Among the guidelines: users should be able to move their phone number even if they haven't paid their bill, and the wait to port a number to a new dialing plan shouldn't be longer than two and a half hours.
