Hopefully this stupid law will go away soon. It seems that nobody likes it. Well, maybe carriers and OEM manufacturers do, since it basically provides a way to force you to spend more money if they are so inclined. That said, it doesn't make it totally illegal to unlock your phone, you just have to get your carrier to agree. They don't have to though. I have no idea how often or on what grounds they refuse to unlock. You will just need to call them and ask if they will unlock a phone for you (have fun with that).
