Open the Linux Mint 13 Software Manager and see if it's available in there. That's the easiest way to download and install it. My guess is that it's probably in there, but you'll have to look to verify that as it's been a while since I installed it on any of my Linux Mint systems.

I haven't tried it in lately, but Google Earth hasn't always worked very well with Linux. In any case, HERE is the download page. It requires LSB 4.0, so if you don't have 4.0, you will first need to get the required LSB from http://www.linuxbase.or/download/
