If you have internet access, any public cloud should be available for connections. If the application has been fully designed for the cloud, then you would access that application through any compatible web browser - Internet Explorer, Chrome, and Firefox are three good choices. If the data resides on a cloud server, but it's not fully "cloudified", then you may need a utility application on your PC or Mac [like Dropbox requires].
