The bookmarks bar comes with Chrome; you just have to make sure it's activated. There are two ways to do this:
1. Click on the "Customize and control Google Chrome" icon on the top right of the browser (the icon has three horizontal bars). Choose "Bookmarks" and then make sure "Show bookmarks bar" is checked.
2. You can open and close the bookmarks bar with the keyboard shortcut [CTRL] + [SHIFT] + [B].
