Your best bet would be to order a CD of the distro you want to use. They should have the programs you want to install right on the disc.

Check out OSDisc.com:

http://www.osdisc.com/cgi-bin/view.cgi/index.html?affiliate=distrowatch

You can order various distributions there on disc and have them shipped right to your house. No internet downloading necessary.

Merci for your reply, but i come from Iran and i can not order a CD, if you introduce a Site, it is better for me. (Excuse me if my English is not good!)

use aptitude to show dependencies of the package. e.g.

bob@rwilkinson-debian-x64:~$ aptitude --simulate --show-why install vlc
The following NEW packages will be installed:
libaudio2{a} (for vlc)  libcddb2{a} (for vlc)  libdvbpsi6{a} (for vlc)  libebml0{a} (for vlc)  libfribidi0{a} (for vlc)  libiso9660-7{a} (for vlc)  libmatroska0{a} (for vlc)
libmysqlclient16{a} (for vlc)  libqt4-dbus{a} (for vlc)  libqt4-designer{a} (for vlc)  libqt4-network{a} (for vlc)  libqt4-qt3support{a} (for vlc)  libqt4-script{a} (for vlc)

bob@rwilkinson-debian-x64:~$

Then for each mentioned package - find the current version e.g.

bob@rwilkinson-debian-x64:~$ aptitude show libmatroska0
Package: libmatroska0
State: not installed
Version: 0.8.1-1.1
Priority: optional
Section: libs
Maintainer: Debian multimedia packages maintainers <pkg-multimedia-maintainers@lists.alioth.debian.org>
Uncompressed Size: 860 k
Depends: libc6 (>= 2.7-1), libebml0, libgcc1 (>= 1:4.1.1-21), libstdc++6 (>= 4.1.1-21)
Description: extensible open standard audio/video container format
Matroska is aiming to become the standard of Multimedia Container Formats one day. It is based on EBML (Extensible Binary Meta Language), a kind of binary version of XML. This way the
significant advantages in terms of future format extensability are gained without breaking file support in old parsers.

This package contains the shared library needed to run applications that use libmatroska.

bob@rwilkinson-debian-x64:~$

Then (from a machine with internet access) go to the ubuntu download site (not sure where that is - I use debian so would use packages.debian.org) and get all of the above deb files and copy to a usb stick. At the ubuntu machine insert and mount the usb stick and type "cd /path/to/deb/files && dpkg -i *.deb".

Hope this helps ...

Jim gave you good advice. I'm not sure how you get it if you cannot order the CD nor download the Ubuntu ISO from the internet.. SInce you do have access to the internet to ask your question, you can go to the Ubuntu site: http://www.ubuntu.com/ . There you can click on "Get Ubuntu Now" and it will take you to the following web page: http://www.ubuntu.com/download .  There you can click on " Download and Install" and it will take you to this web page: http://www.ubuntu.com/download/ubuntu/download . There you will see "Ubuntu 11.10 - Latest Version" followed by "32 bit (recommended).". To the right ios the download button, click on it and you will get the downloaded ISO which you can burn to a CD (or put on an USB stick). BTW, if you clickom the "Ubuntu 11.10 ...", you will see the option to download Ubuntu 10.04 LTS. It might be preferable to download that version as it uses the Gnome 2 desktop (much closer to Microsoft Windows (if you normally use it) than 11.10, which has a different Desktop that you may find confusing.

Either version will include Firefox, which will be installed automatically. You will also find VLC included in the package. I do not recall if it gets installed automatically or not. If not, then you can install it from Ubuntu's "Synaptic Package Manager" (under Administrative in Ubuntu 10.04) . Ubuntu 11.10 also supplies the Synaptic Package Manger when installed, but I don't recall the steps to access it.

If you have it on the CD (or USB stick), you can also run it in "Live" mode (select "try it out" NOT "Install" if you do not want to write over the operating system on the PC). This mode will not write to the hard drive, any changes you make will be lost (unless you use a USB stick and know how to save those changes).

One final point. In April, Ubuntu 12.04 will become available and the 10.04 version may no longer be available on that site (although it may be found on other sites like Softpedia, for example). BTW, you English is fine.
