You cannot use bluetooth to transfer files from Samsung phone to iPad Mini, you may need to through the PC to do that.

Most likely you will need to export your photos to your computer, then transfer them to the iPad mini. I know, it's not very convenient, but I doubt there's a blue tooth solution for it.

I'm not sure if it's possible to transfer files between a Samsung phone and an iPad mini.

In my opinion, for some files like pics, you can transfer them between 2 devices via email or Dropbox app.

Some media files like music and videos, you can transfer via iTransfer tool on PC.
