my change pc settings doesn't respond

i installed windows 8 after i had a problem booting. After booting the change pc settings that helps to customize the windows doesnt fuction. when i click on it it goes back to the start button. i have tried the msconfig method but to no avail. Any help please

You might want to try rebooting your Windows 8 computer.
