Business Measures: what to define?

There are so many methods, strategies, books and theories about business measures but I never found a simple (2 pages) systematic way to define a business measure so that it will be quickly understandable to anybody.

Leadership - Defining IT Performance Measures

Determining and establishing performance measures prior to a project's planning process assists in defining if the project was successful. Measurements assess whether the IT initiatives align with business strategies, ensure that the funding allocated was appropriate based on organizational priorities, and demonstrate that your investment produced the positive results you expected. What should those performance metrics be measuring?

Defining success for IT projects

If nobody is defining success for you. Define it for yourself! Then, if storm clouds gather and IT - yet again - finds itself being singled out for stooge duty, you will have your metrics, even if the project as a whole does not.
