Here's an idea for AT&T. Instead of charging people for using too much bandwidth, how about rewarding people for using less? Start kicking out $5 or $10 credits to users who use less than 1 GB of data in a given month. Use the carrot instead of the stick. You might avoid the angry mobs that way.
