October 25, 2012, 2:49 PM — Here's how you can install the Hi-Lights icon theme in Ubuntu 12.10.
1. Open a terminal window.
2. Type in the following commands then hit Enter after each.
sudo add-apt-repository ppa:upubuntu-com/icons
sudo apt-get update
sudo apt-get install hilights-icons
3. You can enable it via this command.
gsettings set org.gnome.desktop.interface icon-theme 'Hi-Lights'
