[The rest]
Right-click an empty space in the taskbar and select Toolbars > New Toolbar. A File Explorer window will open.

I can turn any folder into a toolbar here, such as Downloads or Pictures. Getting the Quick Launch toolbar is a little trickier. Go to File Explorer’s address bar and type this:

%UserProfile%\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch

Hit Enter, and now you’re in the Quick Launch folder. Click the Select Folder button. Now, the Quick Launch folder will appear on my taskbar on the right. Click the little double arrow next to its name, and you’ll see the list of items in this folder.
